Delaware – MVWBE (Minority, Veteran and/or Women Business Enterprise)
Program Summary
Delaware’s Office of Supplier Diversity (OSD), was established in 2012, to promote a diverse and disparate Small Business Community, including Minority, Veteran and/or Women-Owned and Disadvantaged Businesses. Certification will enhance your exposure among state agencies and other prospective clients and enhance your competitive advantage. Delaware offers a very limited number of set-aside contracts for MVWBE and does not provide funding or grants. The certification is valid for 3 years.
Eligibility Criteria
- The sole-proprietorship, partnership, corporation or joint venture must be at least 51 percent owned by a minority (African American, Asian Pacific Islander American, Hispanic American, Native American, and Subcontinent Asian American), veteran and/or woman-owned business.
- Serving as a for-profit business with "useful business functions."
- Out-of-state companies must first be certified in their home state prior to being eligible for Delaware certification.

Note: Businesses certified by the DelDOT (Delaware Department of Transportation), the MDOT (Maryland Department of Transportation), the City of Wilmington’s MBEO (Minority Business Enterprise Office Center), the Veterans Administration (VOSB/SDVOSB), the National Minority Supplier Development Council (MSDC), Women Business Enterprise National Council (WBENC) have a simplified application.
