About ECATS
The Defense Logistics Agency (DLA) developed the Electronic Catalog (ECAT) System to improve medical supply support to the military. The ECAT System allows DLA Troop Support customers to review and compare contractor electronic catalogs with the goal of placing on-line orders to the contractor of their choice. Customers are currently using the ECAT System to order medical equipment and related supplies.
The DLA ECAT Acquisition Program empowers any federal customer with a computer, access to the internet and authorization to acquire medical material materiel via ECAT to order at discounted government prices. ECAT provides an additional benefit often overlooked during periods of normal peacetime operations. During these relatively calm periods, DLA uses ECAT sales to train its personnel, as well as fund, exercise, and expand its large network and working relationships with hundreds of reputable, responsible, and responsive vendors. This network is critical to DLA’s ability to quickly respond to a continuum of military contingency or national emergencies ranging from war to pandemic response.
ECATS RFP
The ECATS process starts with a Request for Proposal (RFP) from which the DLA will award contracts for Medical Equipment items as prescribed in the solicitation.
ECATS is a standing solicitation from which the Government will award contracts for medical equipment, accessories, and consumables. The contract will remain in effect for five years from the date of the award or when it is replaced by an updated solicitation, whichever comes first. If you would like to submit a proposal, we can help you with the requirements as specified in this RFP. Proposals may be submitted at any time during the open periods of the solicitation but because you can start getting awards as soon as you receive your position on the contract we recommend submitting it immediately.
DLA intends to award a contract to all responsible offerors who comply with the terms and conditions of the solicitation and whose prices are determined to be fair and reasonable and who accept the term or condition of the solicitation.
The items within scope of this solicitation are commercial medical equipment used by medical professionals, technicians, and laboratory personnel to perform a treatment, test, or operation, or to provide medical care for a patient. The scope of the solicitation also includes consumables and accessories for commercial medical equipment. Also included within the scope of the solicitation are medical simulation equipment used for training purposes.
