PACTS III (Program Management Administrative Clerical and Technical Service III)

 

PACTS III was created to enable the DHS to have quick ordering of non-IT professional services. This enables the DHS program units to accomplish their mission objectives. PACTS III have three program service areas that are in different NAICS Codes.

The primary focus of this DHS contract is for SDVOSB, WOSB, HUBZone, and 8(a) firms to joint venture with larger concerns. This helps these staffing requirements to get filled while supporting these Set- aside areas. There is significant anticipated growth in the PACTS contracting vehicle from PACTS II (34) to PACTS III (81 anticipated).

KEY FACTOR FOR AWARD: As part of this contract the SDVOSB, WOSB, HUBZone, or 8(a) firm must represent 40% of the past performance provided. Therefore, the JV large business partner will be limited in part to the amount of experience of the small business concern they are partnering with can provide.
