| On October 20th, 2004 President Bush issued Executive Order 13360. This order strengthened the business opportunities for Service-Disabled Veteran-Owned (SDVO) Small Business concerns. This distinction for SDVO small businesses by President Bush gives veterans the recognition they deserve for the sacrifices they have made for our country. |

| Key Points of Consideration |
| |
Veteran: Any person who served in the active United States military, in any of the four current branches and all previous branches, and who was released or discharged under conditions other than dishonorable.
Service-connected: When a disability or death is incurred or aggravated in the line of duty while the person was on active duty in the United States military, naval, or air service.
Exceptions to Service-connected: The injury or disease is deemed to have occurred in the line of duty unless the disability was incurred while absent without permission or while confined by military or civilian authorities for serious crimes by the veteran’s own misconduct or caused by the abuse of drugs. |

| Obtaining Documentation of SDVO |

The verification process for becoming recognized as a Service-Disabled Veteran requires an adjudication letter from the Veterans Administration (VA), a Department of Defense Form 214, and a Certificate of Release or Discharge from Active Duty. Veterans who have active medical claims can contact the Department of Veterans Affairs Regional Office in their state. The claim for disability standing should already be on file if you have made a request for Service Disability status.
In 1973 the NPRC suffered a severe fire that destroyed significant amounts of Army and Air Force records. If you served in the Army between November 1912 and January 1960 the NPRC estimates that 80% of all records were lost. Air Force records between September 1947 and January 1964 suffered an estimated 75% loss.
If the National Personal Records Center does not have copies of your military personnel records you will have to contract directly the military branch of which you were a member.
In most cases there is no charge for military personnel to obtain health record information. |

| For the SDVO program there is no disability rating requirement. The veteran can self certify with a 0 to 100% disability rating. The US federal government has targeted SDVO participation at 3% of the federal budget, or $6.5 billion, for procurement of federal contracts on an annual basis. |

| 8a Certification |
| |
For 8a Certification the veteran is required to have a disability rating of 30% or greater. This disability must also cause issues of social disadvantage for the veteran in such a way that it inhibits the veteran’s ability to compete in the public marketplace. An example of a disability affecting a person’s chances to fairly compete would be a noticeable posture issue that degrades initial impressions when attempting to market a product or serviceduring sales calls. This disability must be well documented as part of the 8a application. 6-7% participation of the federal budget or $13.5 billion is targeted for procurement for the 8a program on an annual basis.
Sole source and set-a-side contracts are available to both SDVO and 8a firms. |

| Program Qualifications and Requirements |

Small business designation based upon the North American Industrial Classification System (NAICS) code (Required: SDVO and 8a)
51 % of the firm must be unconditionally and directly owned by one or more Service-Disabled Veterans. (Required: SDVO and 8a)
The control and day to day business operations of the SDVO must be directed by one or more service-disabled veterans. If the veteran has a severe and permanent disability his or her spouse or a permanent caregiver of the veteran may aid in control. (Required: SDVO and 8a)
The applicant must meet socially disadvantaged requirement demonstrated a Veteran’s Administration ruling attesting to a minimum disability rating of 30% or greater. (Required: 8a)
Must meet 8a Income and Adjusted Net Worth requirements to prove economic disadvantage (Required: 8a)

Package Details
Our 8(a) Certification Package includes the following:
- We do all the work. We are the ONE-STOP SHOP.

- If we were to say you qualify and later change our opinion you will not be charged.
- We will send you a checklist of the items that we need from you for the package. This will be a list of all the enclosures needed.
- We have a team of professional writers that will work on your package immediately upon submission to us. Once we receive your checklist of items we are ready to go.
- We will very thoroughly inspect every item you submit for any potential problems. The SBA is very detailed in their inspection so this must be done perfectly.
- If there are any items on your checklist that you do not have, we have developed templates to help you complete those items.
- We will communicate with you (by e-mail and phone) all the way through the process so you always know were we are with your application.
- We will interview you and then have a professional writer prepare the economic disadvantage narrative that is such a critical part of your application.
- We will do the entire application, double-checking everything to be sure it meets all SBA guidelines and we will assemble the entire package (usually 3-4 inches thick) in a binder with a table of contents, tabs for everything, and an appropriate cover letter.
- Finally, we will clearly mark all the places your signature is needed and will send to you via overnight mail the completed package so you can sign and forward as we indicate.
Additional Package Services
For the 8(a) Certification Package, there is one economic disadvantage narrative that is needed for each applicant. If your application is for more than one person, each additional person will need an economic narrative written to be certain he/she is qualified for the certification. This is $900.00 per additional applicant.
If any of your applicants are not part of a SBA recognized disadvantaged group they will need a socially disadvantaged narrative. This is $1,000.00 per narrative statement needed.
If your company has not been in business for at least two years (have two tax returns) or has a negative net worth or is losing money, a Length-of-Time in Business waiver will be needed. This is $1,000.00 per waiver needed.
