OASIS+ is the successor to OASIS and OASIS Small Business, and it is open for proposals. GSA has kept all six OASIS+ solicitations continuously open since January 12, 2026, with no closing date, so your firm can submit as soon as its score and past performance are ready.

Introduction to OASIS+
OASIS+ (One Acquisition Solution for Integrated Services Plus) is a GSA multiple-award, Best-in-Class IDIQ contract that helps federal agencies buy integrated services. It combines the scope of the original OASIS with Building Maintenance and Operations (BMO) and Human Capital and Training Solutions (HCaTS), and adds new service areas.
There are six solicitations: Total Small Business, SBA-certified 8(a), HUBZone, Service-Disabled Veteran-Owned (SDVOSB), Women-Owned (WOSB), and Unrestricted. Contracts run for a five-year base period plus one five-year option, up to ten years. Proposals are submitted through GSA’s OASIS+ Submission Portal, and each one is scored on points: 36 for small businesses and 42 for unrestricted firms.

- Best-in-Class (BIC): a GSA governmentwide designation, so agencies are strongly encouraged to use OASIS+ for integrated services.

- Continuous on-ramp: GSA accepts proposals until further notice, with no closing date.
- Scoring: 36 points for small businesses and 42 points for unrestricted businesses. Most preparation experts recommend a cushion of 3 to 5 points above the minimum.
- Non-mandatory elements such as business systems, certifications, and clearances can add substantial points to a proposal’s score.
- GSA checks for AI being used in the proposal process and this can cause a rejection of a proposal.
