What is CenTAM?

The Census Transformation and Application Modernization (CenTAM) vehicle is a massive $1 Billion, 10-year Blanket Purchase Agreement (BPA) designed to modernize the IT infrastructure of the U.S. Census Bureau. As the technological backbone for the 2030 Decennial Census, CenTAM is migrating legacy systems to secure, cloud-native architectures and implementing advanced data analytics.

The Four CenTAM BPAs

The Census Bureau is establishing four distinct BPAs under the CenTAM framework. Vendors can target the specific track that best aligns with their core capabilities:
  • Enterprise BPA: Supports large-scale modernization efforts across all Census Bureau programs.
  • Decennial BPA: Focused specifically on the massive data collection, processing, and operational systems required for the 2030 Census.
  • Geospatial BPA: Focused on geographic mapping and spatial data systems essential for local-level data integration.
  • Systems and Program Support (SPS) BPA: Geared toward smaller-scale, highly focused IT support and program management efforts.

Eligibility & The Evaluation Process

To compete for CenTAM, your firm must hold the GSA MAS with SIN 54151S (Information Technology Professional Services).
The Census Bureau intends to use a Two-Phase Advisory Down-Select process:
  1. Phase 1 (Corporate Experience): The government will evaluate your initial capability submission. They will then advise you on whether you are a strong candidate to proceed. This process is designed to prevent small businesses from incurring significant B&P (Bid & Proposal) costs if they aren’t a competitive fit.
  2. Phase 2 (Technical, Management, and Price): Firms that move forward will submit full proposals detailing their technical approach, Agile management plans, and pricing structures.

  • The Census Bureau is heavily weighing proposals based on lessons learned from the 2020 Census. To score highly, your proposal must demonstrate:
